Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question requires improvement. At this assessment, the rating has changed to good.

This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

At the last assessment, the provider was in breach of the legal regulation relating to good governance. At this assessment, we found improvements had been made and the provider was no longer breaching this regulation.

Shared direction and culture

Score: 3

There was a positive, person-centred culture. People using the service, relatives and staff felt the agency was well run. They were happy with the service and told us they would recommend it to others. The provider had received compliments and praise from people using the service which they had shared with staff. Staff told us they enjoyed their work. A staff member commented, “It is so satisfying working with [people] and I am grateful for the opportunity.”

Capable, compassionate and inclusive leaders

The service was led by a capable, compassionate and inclusive registered manager. They were also the owner of the company. They had experience in the care sector in different roles and were a qualified trainer. They worked with other companies providing training and care qualifications. People using the service and relatives told us the registered manager was accessible. Staff explained the registered manager was supportive and helped them learn about their role. A staff member told us, “[Registered manager] is a wonderful person. [They are] so kind and always there when I need help.”

Freedom to speak up

There were systems to enable staff and others to speak up when they felt something was wrong. Staff told us they knew what to do if they had concerns. They explained they felt confident speaking up. A staff member told us, “I know what to do if I have a concern. I feel able to speak with my manager and know that they will put things right.”

Workforce equality, diversity and inclusion

There were policies and procedures to support workforce equality, diversity and inclusion. Staff told us their individual needs and diversity needs were respected. The registered manager supported staff with flexible working arrangements. A member of staff described how they were supported to take on a new role because of changes in their personal circumstance.

Governance, management and sustainability

Score: 3

There were effective systems for monitoring and improving the quality of the service. The provider carried out a range of audits. They made improvements when they identified these were needed. There were policies and procedures which reflected legislation, guidance and best practice. These were discussed with staff. People using the service, relatives and staff were given opportunities to feedback about their experiences. The registered manager carried out spot checks to ensure staff were providing good quality care.

Partnerships and communities

The provider worked in partnership with others. The registered manager was part of a network with other registered managers. They told us they shared information about their experiences. They attended meetings with the local authority and kept up to date with best practice guidance. The registered manager provided training in care qualifications to students at a local college and with other care providers. They explained this helped them improve their own skills and knowledge which they shared with staff.

Learning, improvement and innovation

There were systems to enable learning and improvement. Staff undertook a range of training. The registered manager kept their own training updated and was a qualified trainer for other staff. They told us they discussed best practice and lessons learnt with staff. Staff told us they had opportunities to learn through training, meetings and discussions with the registered manager. A staff member said, “There is great training opportunities here. I have learnt so much.”
