Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

The provider had a shared vision, strategy and culture that promoted transparency, equity, equality and respect for people’s human rights. Leaders encouraged diversity, inclusion and meaningful engagement with people, staff and other stakeholders. They considered the challenges faced by people and their communities and used this understanding to shape the way care and support were planned and delivered. This helped create a culture where people’s individual needs, backgrounds and experiences were recognised and respected.

Governance, management and sustainability
The provider had clear responsibilities, defined roles, effective systems of accountability and robust governance arrangements. Managers maintained strong oversight through regular spot checks, staff supervision, competency assessments and audits of care records. Spot checks were used to observe staff practice and provide feedback, while supervision gave staff opportunities to reflect on their work, discuss any concerns and identify further training or support needs.
Care plans and risk assessments were detailed, personalised and regularly reviewed. They reflected people’s current needs, preferences and known risks, and gave staff clear guidance about how to provide safe and effective support. Managers monitored the quality and accuracy of these records and acted promptly when updates or improvements were required. Information about risks, performance and people’s outcomes was used to drive continuous improvement and was shared securely with relevant staff and professionals when appropriate. This supported the consistent delivery of high-quality, sustainable care and support.
A member of staff said:, “If I get stressed, I can always count on management and other colleagues.”

Learning, improvement and innovation
The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. Learning from audits, feedback and developments in good practice was shared with staff and used to improve the service. Staff were encouraged to contribute ideas and reflect on how care and support could be delivered more effectively. A member of staff said, “Any important information [management] will call. [Management] also visit and we discuss things face to face.”
