Our view of the service

Norwood – 159A Station Road is a residential care home providing accommodation and personal care for up to eight people who have a learning disability and/or autistic spectrum condition. At the time of the inspection there were eight women living in the home.

A registered manager was in place. The registered manager is registered with the Commission and is legally responsible to ensure that the service is compliant with legal and regulatory requirements.

At the last assessment we rated the home good. At this assessment we found the home remained good.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The service was meeting this guidance.

Systems and processes were in place to assess risks to people and ensure they were safeguarded from avoidable harm. Staff completed safeguarding training and knew how to raise concerns. Staff were knowledgeable about people’s individual needs and risks, and how to keep them safe. There were enough staff to meet people’s needs in a timely way. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests. The policies and systems in the service supported this practice.

Staff supported people in a compassionate and caring way and respected their decisions and choices. The home had a warm and welcoming atmosphere. Staff supported people to take part in a range of activities to support their emotional, physical and social needs. Care records were regularly reviewed to ensure they reflected people’s needs. The home worked closely with external healthcare professionals to support and maintain people’s health.

The service was well-led. The registered manager and provider monitored the quality and safety of the service. People, relatives and staff were regularly asked for feedback. The registered manager and staff promoted positive outcomes for people. Relatives spoke positively about the service.

Staff were well trained and supported and enjoyed working for Norwood. The provider managed and monitored the service well. The provider organised celebrations of religious festivals where people from this service and all their other services could meet up. The service was well led with a programme of audits carried out by the registered manager and the provider to ensure a high quality person-centred service was provided. There were ongoing improvements to the service. The provider engaged well with relatives of people using the service and worked in partnership with them

Staff understood people’s communication needs and communicated effectively with people using appropriate methods. Staff treated people with kindness and respect and promoted their independence. Staff provided people with the support they needed to maintain good health and wellbeing. The provider demonstrated a commitment to continuous improvement through their governance systems. The culture of the service was positive, and person centred. Staff enjoyed their job and reported good morale was amongst the team.

 

People's experience of this service

People and relatives told us they were happy with the care and support people received and felt the service was safe. A person said, “100% safe, I live in Somerset a long way away, it is peace of mind for me.” Staff supported people to make their own decisions and encouraged people to be as independent as possible, whilst being mindful of individual risks. A person told us, “Staff are Excellent, I’ve always said her carers are our extended family.” Family members told us they felt staff knew their relative well and would recognise any emotional or health concerns and act quickly.
