During an assessment of Community health services for adults

At this assessment we found the service had made improvements since the last assessment.

The service now had a risk register in place which covered all risks for the service. The service ensured all staff had completed safeguarding training appropriate to their role. The service now kept a full emergency bag, conducted routine stock checks and recorded this appropriately. The service recorded incidents and discussed these at routine team meetings.

However, we found two breaches of the legal regulations in relation to safe care and treatment and governance. Staff did not always receive training that reflected the accountabilities for their role. Governance systems and audits were not effective in identifying or addressing areas for improvement.

We have asked the provider for an action plan in response to the concerns found at this assessment.

During an assessment of the hospital overall

This assessment was an announced focused assessment to follow up on concerns previously identified during an assessment which took place in April 2024. 

The Oving Clinic offers specialist diagnosis, with some investigations on site, and treatment which varies from manual therapy, manipulation, massage, and personalised exercise therapy to minimally invasive interventions for spinal disorders. These include back and neck pain, sciatica and whiplash together with other musculoskeletal conditions such as disc prolapse, joint pain, tendon problems, scoliosis, ankylosing spondylitis and arthritis.

We assessed 5 out of 33 of the quality statements from the safe and well-led key questions and found areas of concern. The scores for these areas have been combined with scores based on the key question ratings from the last inspection. We will carry out future assessments to cover other parts of the framework and will update our website with our findings. Though the assessment of these two quality statements indicated areas of concern since the last inspection, our overall rating remains good.

Date of Assessment: 27 Mar to 13 May 2024 The Oving Clinic offers specialist diagnosis, with some investigations on site, and treatment which varies from manual therapy, manipulation, massage, personalised exercise therapy and injection interventions. This assessment was undertaken was prompted in part by information shared with CQC about unsafe medicine administration which indicated potential concerns about the management of risk. We have not previously rated this service. The service was last inspected in 2014 where it met regulation. This assessment did not cover all parts of our Single Assessment Framework, therefore we have only updated scores and ratings for those areas which we have assessed. We will carry out future assessments to cover other parts of the Framework and will update our website with our findings. We assessed a number of quality statements across the safe and well-led key questions. We found 1 breach of the legal regulations in relation to safe care and treatment and governance. The provider had not ensured the staff with specific responsibilities were trained to undertake roles. Medicine systems and processes were not always safe, and governance systems and audits were not effective in identifying or addressing areas for improvement. However, patients were supported to have choice and control and felt confident to approach the provider with feedback on their care. We have asked the provider for an action plan in response to our concerns. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have not previously rated this service.

This assessment was undertaken due to information of concerns received about a never event. The information shared with CQC about unsafe medicine administration indicated potential concerns and about the management of risk. We have not previously rated this service. This assessment did not cover all parts of our Single Assessment Framework, therefore we have only updated scores and ratings for those areas which we have assessed. We will carry out future assessments to cover other parts of the Framework and will update our website with our findings.’ We assessed 2 quality statements across safe and well-led key questions. At this assessment, we found areas for improvement around safe handling of medicines and systems and processes. During a routine inspection

We spoke with two patients during our inspection visit and one patient over the telephone following it. All of the patients we spoke with were complimentary about the care that they received at The Oving Clinic. Patients told us that they were involved in decisions that were made about their care. They said that they understood the choices available to them because the doctor, physiotherapists and nurses at the practice took time to explain treatments to them.

One patient said, "They are first class, they got me in at short notice this morning and I know they will sort me out because they have done so in the past many times". Another patient said, "I feel confident walking in the door. They are caring and professional".

We found that the clinic provided clear information for patients to make informed choices about their care. We found that the clinic had clear procedures to ensure that patient's safety and welfare were protected.

We also found that staff had been trained to identify signs of abuse and understood the procedures to follow where they suspected abuse may have occurred. We found that the clinic was staffed adequately to meet the needs of patients using the service.

We found that the practice had procedures in place to respond appropriately to patient complaints.

During a routine inspection

The five people that we spoke with were all very positive about the treatment that they had received from the clinic.

One person said, 'Just absolutely everything first class and very caring'.

Another person said, 'Advice and information has been really good ' they are very knowledgeable there'.

One person told us, 'I am always confident that I'm going to feel better when I walk out than when I walked in'.

During a routine inspection

We did not on this occasion speak with people who were using the service. However the clinic had undertaken a customer satisfaction survey in June 2011 and it was noted that of the 20 people surveyed over 90% stated that they were very satisfied with the treatment they had received at the clinic and that their condition had improved.
