Our view of the service
Date of assessment: 27 to 28 July 2026.
Stellar Healthcare Solutions Limited is a care agency providing personal care and support to people living in their own homes.
The last rating for this service was requires improvement (published 22 April 2023). At the last assessment, we identified breaches in legal regulations relating to safe care and treatment and good governance. At this assessment we found the provider had made improvements and was no longer breaching any legal regulations.
Staff cared for people in a safe way. There were enough staff and people were cared for by the same familiar care workers who arrived on time. The provider assessed and managed risks to people’s safety and wellbeing.
Staff received a range of training, and the registered manager assessed their skills, knowledge and competencies. Staff felt well supported and had the information they needed to provide safe care.
The registered manager assessed people’s needs with them and their relatives. They planned care which reflected people’s needs and preferences. The provider was responsive when people’s needs changed and adapted care. People were supported to make choices and remain independent when this was their choice.
There were effective systems for monitoring and improving the quality of the service. The provider asked people using the service, relatives and staff for feedback.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. At the time of the assessment, the service was not supporting any autistic people or people with a learning disability, but the provider had regard to ‘Right support, right care, right culture’. Staff and the registered manager were in the process of undertaking specialist training to help them understand about best practice for supporting people with a learning disability and autistic people.
People's experience of this service
People’s experience of using the service was good. They and their relatives were happy with the agency and the staff who supported them. People told us their needs were met and they were able to make choices. Staff were polite, kind and respectful.
People told us staff arrived on time and provided the support they needed. They told us they could request changes and speak with the registered manager about anything they wanted. People had information about the service and knew how to make a complaint.
People and their relatives told us there was a person-centred culture. They felt respected and valued. They explained they would recommend the service to others.
Comments from people and their relatives included, “We are very, very happy with the service”, “Everything is really fantastic”, “I would recommend it to others without hesitation” and “We have used a few different agencies in the past, and the level of care from Stellar is outstanding compared to the others.”
