Our view of the service

CGL Norfolk Alcohol and Drug Behavioural Change Service operates across 4 main bases, the main base being Norwich and there are 3 further hubs at Great Yarmouth, Kings Lynn, and Thetford. The hub sites are strategically planned to maximise the geographical region where the service is provided and ensure accessibility for people.

The service is available to anyone with a drug or alcohol issue over the age of 18 years. The service delivers a range of interventions including initial advice, assessment and harm reduction services including needle exchange, prescribed medicines for alcohol and opiate detoxification and stabilisation, naloxone dispensing, group recovery programmes, one-to-one key working sessions, blood borne virus testing and vaccination and doctor and nurse clinics which included health checks. The service also offers hospital liaison, collaborative working with the criminal justice service, homeless outreach, and integrated support with the local authority’s children’s social care services.

CGL Norfolk Alcohol and Drug Behavioural Change Service is registered with the Care Quality Commission (CQC) to provide the following regulated activities:

  • Treatment of disease disorder or injury.
  • Diagnostic and screening procedures.

At the time of the inspection, the service had a manager in post who was going through the registered manager’s process.

At our last inspection from 17 May 2022 to 9 June 2022 we rated the provider as requires improvement overall, and found the following breaches in Regulation 17 HSCA (RA) Regulations 2014 Good governance:

  • The service did not ensure that drug urine testing is undertaken in line with client needs
  • The service did not ensure that clients have access to timely medical reviews
  • The service did not ensure that all staff have access to supervision

At this inspection, we rated the service as good. The service had made improvements and is no longer in breach of regulations. Urine drug testing was being carried out regularly, medical reviews were being carried out in a timely manner and staff had access to regular supervision in line with the providers policy.

People's experience of this service

We spoke with 5 people as part of the inspection. People told us that everyone was really nice, the staff were friendly and that staff really cared about what they do. People said that reception staff were friendly and engaging on arrival. People said they felt that staff were non-judgemental and that they felt in control of their treatment.
