Effective
We looked for evidence staff involved people in decisions about their care and treatment and provided them with advice and support. Staff regularly reviewed people’s care and worked with other services to achieve this. At our last assessment, we rated this key question as good. At this assessment, the rating remains the same.

Supporting people to live healthier lives
Staff at Stockwell Road Surgery supported people to manage their health and wellbeing to maximise their independence, choice and control. The surgery supported people to live healthier lives and where possible, reduce their future needs for care and support.
The surgery focused on identifying risks to people’s health, including those in the last 12 months of their lives and those with caring responsibilities.
Staff supported national priorities and initiatives to improve population health, including stopping smoking and tackling obesity.
Monitoring and improving outcomes
Stockwell Road Surgery routinely monitored people’s care and treatment to continuously improve it. They ensured outcomes were positive, consistent and fully met the expectations of people themselves.
Staff we spoke to on the day of our visit stated that they believed the surgery provided good care to patients and service users and that adequate systems were in place to monitor patients with long-term conditions and patients prescribed high risk medication.
The surgery exceeded the 90% target for the uptake of 4 childhood immunisations and were just below the 90% minimum target for the other (children aged 5 who have received immunisation for measles, mumps and rubella - two doses) at 86.5%.
They also performed significantly better than the England average in relation to several cancer screening programmes, including screening for breast and bowel cancers. For example, breast screening coverage of 53 to 70 year olds was 85% (England average 70%) and bowel cancer screening coverage of 60 to 74 year olds was 81% (England average 72%).
Screening for cervical cancer was also above the 80% national target, with 82% of eligible patients in the 25 to 49 year old age group having had an adequate screening test within the last 3.5 years and 83% of eligible patients in the 50 to 64 year old age group having had an adequate screening test in the last 5.5 years. The surgery had a process in place for monitoring non-attendance for cervical screening and actively contacted patients who missed screening appointments on a monthly basis.
The surgery offered annual reviews for patients aged over 75. Patients with a learning disability were also offered an annual health check and local monitoring arrangements for ensuring these checks were completed were in place.
Unverified data provided by the surgery from North Yorkshire Council showed that, in the year 2025/2026, Stockwell Road Surgery had invited 100% of eligible patients for an NHS health check (176 patients) and that 324 patients (184%) had taken up the offer, significantly above the North Yorkshire uptake rate of 67%.
Unverified data also showed that they surgery was above the local level for learning disability health checks with 84.6% of eligible patients having received an annual health check and competed a health action plan in the period April 2025 to April 2026, as compared to the Primary Care Network figure of 82.3%.
There was also a system in place for monitoring patients who did not attend for screening and follow ups (for example for cytology and immunisations).
Prescribing rates for psychotropic medicines (medicines used to treat mental health conditions) were significantly lower than the national average, (3.8% compared to the national average of 6.8%). Broad‑spectrum antibiotic prescribing was also below the national average, (7.9% compared to the national average of 8%). Prescribing of gabapentinoids was 118.9%, (compared to the national average of 136.9%). Gabapentinoids are medicines commonly used to treat neuropathic pain and certain neurological disorders.
The surgery maintained a programme of regular clinical audits focused on improving patient outcomes and a number of recent audits had been completed to ensure patient safety. These included an audit of patients with asthma who had been prescribed 2 or more doses of oral steroids in the last 12 months; an audit of female patients of child-bearing age who were taking certain teratogenic drugs which carry significant risks, particularly during pregnancy; and an audit of diabetic patients whose latest HBA1c level (blood sugar level) was above the ideal level.
The surgery was also actively involved in work for the Cancer Incentive Scheme, including reviews of pancreatic cancer diagnoses, and adoption of HELPSS (the Harrogate End of Life Planning and Support Services Scheme) and Goldline to ensure support and care planning for palliative care patients.
Goldline is a 24/7 telephone support service for patients in their last year of life and their carers.
