At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this. We assessed a limited number of quality statements in the effective key question and found areas of good practice. The scores for this area have been combined with scores based on the rating from the last inspection, which was good.

Assessing needs

The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. People and relatives confirmed a care plan had been developed and they had been involved in identifying support needs. A person commented, “Yes, I have a care plan, don’t know when it’s due for a review but it might already have been done.” Care plans included detailed information on the person’s care needs. Care workers stated the people they visited had detailed care plans and risk assessments which they regularly reviewed and were updated.

The provider told people about their rights around consent and respected these when delivering person-centred care and treatment. The provider supported people to make informed decisions and consent to the care they required being provided. The registered manager explained care workers completed training on mental capacity and how this impacted the way care is provided. Where a relative or representative has legal authority to make decisions on behalf of the person receiving support this was identified in the care plan. People and relatives confirmed care workers explained the care provided and had developed a good relationship with them so there was an understanding of the care to be provided. A relative told us, “[Care workers] constantly explain things to [family member] in their own language.”
