Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question requires improvement. At this assessment the rating has changed to good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care. The provider was previously in breach of the legal regulation in relation to good governance. Improvement was found at this assessment, and the provider was no longer in breach of this regulation.

Shared direction and culture

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. Staff and managers at the service were observed providing care and support which was person-centred. Staff told us they felt supported by the management team and had suitable training to enable them to complete their roles effectively.

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. Managers and staff demonstrated a commitment to high quality care. Managers knew the people they supported and their staff well. They worked proactively to support people in line with their preferences.

Freedom to speak up

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. Staff told us they felt listened to and that they could approach managers with any concerns they had. Staff described managers as always having an open door. People and their relatives told us if they had any concerns, they would not hesitate to bring this to the managers attention.

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. Staff told us they were happy at the service, felt supported and had the right support in place to enable them to do their jobs well. A staff member told us, ‘The management team are always supportive.’ Another member of staff said, ‘When I have had health issues, the management team have been amazing, I can talk to them about anything.’

Governance, management and sustainability

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. Records showed the management team completed regular audits of the service and where issues were identified, these were acted upon.

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. Feedback from professionals was positive. A professional told us, ‘The staff follow the advice given to them and are proactive in seeking support when needed.’ Another professional told us, ‘The service works well, I am confident the management team would deal with issues if they arose.’

Learning, improvement and innovation

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe effective practice. Staff at all levels had the opportunity to give feedback in supervisions, informally or through feedback. Records showed when incidents occurred within the service, an analysis was completed and where possible, changes and improvements were implemented.
