Safeguarding
The provider worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. Staff concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The provider shared concerns quickly and appropriately.
People felt safe being supported by the provider, commenting “I feel very safe with this service. The carers are always extremely nice, genuinely friendly and always so helpful.” A family member told us, “The carer is a very nice person indeed, and I have nothing to worry about at all. I feel she is more than safe with her care, I feel happy and content about it.”
Staff were aware of the safeguarding process and the actions they had to take to keep people safe from avoidable harm. Staff's comments included, “It's ensuring that clients are safe. I have to raise a safeguarding concern if I see clients being abused. I would have to let my manager know. I have to call the right body, the CQC for example, if the managers are not responding.”
Processes were in place for recording, reporting and investigating any safeguarding concerns received.
Involving people to manage risks
The provider worked with people to understand and manage risks by thinking holistically. Staff provided care to meet people’s needs that was safe, supportive and enabled people to do the things which mattered to them.
People's care records were up to date and individualised, providing clear guidance for staff to follow. Care plans included personal information such as individuals’ interests, hobbies, important contacts, and the support required to manage daily personal care tasks. Risks associated with people’s health needs, mobility, and nutrition were effectively mitigated to ensure safe care delivery.
Safe environments
We did not look at Safe environments during this assessment. The score for this quality statement is based on the previous rating for Safe.
Safe and effective staffing
The provider made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs.
Staff had the necessary skillsand knowledge related to the people they supported.A person told us, “[A staff member] is very well trained and knows exactly what to do and how to help.” A family member said, “The training seems very good, and the carers clearly know what they are doing.” Staff were provided with additional training, such as positive behaviour support, when they required a specific set of skills to meet people’s care needs. People told us that staff attended calls on time and they were notified if staff were running late.
Appropriate recruitment checks were carried out by the provider to ensure staff were safe to work with people. Pre-employment checks included a job application form, an interview, and references. Enhanced Disclosure and Barring Service (DBS) checks on staff were completed every 3 years, and in between, staff were regularly asked if there had been any change in circumstances. Additionally, the provider has taken steps to routinely check with all staff during supervision whether there have been any changes to their DBS status, including any new criminal convictions.
