This is the first assessment for this service. Our overall rating of well-led HTG Norwich was inadequate.

The service lacked a cohesive and shared vision grounded in transparency, inclusion and respect for human rights. Leadership did not consistently demonstrate the competence, integrity or insight required to guide the service effectively. Governance, accountability and collaborative working were inconsistent, and opportunities for learning, improvement and innovation were not always embraced. People did not always feel listened to or empowered to voice their concerns.
