The service did not consistently demonstrate kindness, empathy or respect for people’s dignity. Staff did not always respond to people’s needs or minimise distress. Support for staff wellbeing was lacking. Although care was personalised and aimed to promote independence, person-centred approaches were not consistently embedded or supported in practice.
