During an assessment of Diagnostic and screening services

The assessment of 34 quality statements within the diagnostic and screening services at Spire Harrogate Clinic took place on 28 July 2026, with additional virtual interviews conducted on 13 August 2026. This was the service's first assessment since its registration on 25 November 2024. Following this assessment, Spire Harrogate Clinic was rated Good overall.

The service demonstrated a positive and proactive culture of safety, supported by leaders who promoted openness, transparency and continuous learning. Staff at all levels understood their responsibilities for keeping people safe and described a culture in which concerns could be raised without fear of blame. Safety incidents were appropriately reported, investigated and reviewed, with learning shared across teams to support service improvement and reduce the risk of recurrence.

Safeguarding systems and processes were effective. Staff demonstrated a good understanding of safeguarding responsibilities and knew how to raise concerns. The service worked collaboratively with external partners and agencies to help protect people from abuse and avoidable harm.

Leadership was visible, approachable and supportive. Staff told us they felt listened to and were confident in escalating concerns when required. Clear reporting and escalation processes were in place, and staff understood how to access support and guidance when needed. Governance and oversight arrangements supported the monitoring of quality, safety and performance across the service.

However, we identified an area requiring improvement. The service did not have guidance readily available to support staff in recognising and responding to deterioration in children.

Overall, the evidence demonstrated that people using the service received safe and effective care from staff who were supported by effective leadership, governance and a strong focus on learning and improvement. The identified area for improvement did not significantly impact the overall quality of care provided, and the service was rated Good.

During an assessment of Outpatients

We assessed outpatients during the on-site assessment, which was unannounced and was carried out on 28 July 2026.

We assessed 33 quality statements from the safe, effective, caring, responsive and well-led key questions to give the rating.

The outpatients department consisted of 7 consultation rooms, 1 theatre for minor surgical procedures and was overseen by a senior nurse with consultants and GPs. They also had some nurse led clinics for their new ophthalmology service.

The service had senior oversight by the General Manager, Clinical Services Manager and the Quality Governance Manager.

During the assessment, we spoke with staff, leaders, people who use the service and stakeholders. We looked at care records, policies and other documents relating to the service.

Our overall rating for outpatients was good.

During an assessment of the hospital overall

Date of assessment: 28 July 2026

This was the first assessment of Spire Harrogate Clinic since its registration in 2024. During this assessment, we reviewed the quality of care provided within the clinic's diagnostic and screening services and outpatient services.

Spire Harrogate Clinic is part of the wider Spire Healthcare network and provides outpatient consultations, diagnostic testing and day-case minor procedures. The clinic operates under a central leadership structure supported by specialist teams within Spire Healthcare. Services are delivered across a range of specialties, including ophthalmology, dermatology, gynaecology, orthopaedics and private GP services. Diagnostic services include X-ray, ultrasound and same-day MRI scanning.

The regulated activities undertaken at this location are:

  • Treatment of disease, disorder or injury
  • Family planning services
  • Services in slimming clinics
  • Surgical procedures
  • Diagnostic and screening procedures

As part of this assessment, we reviewed information provided by the service, spoke with leaders and staff, and considered evidence relating to the delivery of outpatient and diagnostic services. We assessed how care was planned, delivered and monitored, with a focus on people's experiences, safety, quality and outcomes.

Overall, we found that Spire Harrogate Clinic had effective systems and processes in place to support the delivery of safe and person-centred care. The clinic benefited from established corporate governance arrangements and access to specialist support through the wider Spire Healthcare network. Staff worked collaboratively to deliver care and diagnostic services, and arrangements were in place to support the assessment, treatment and ongoing management of people attending the clinic.

The evidence gathered during the assessment demonstrated that the service was meeting the needs of people using it and that leaders had oversight of quality and performance. The overall rating for Spire Harrogate Clinic is Good.
