During an assessment under our new approach
Date of assessment: 25 March 2026 to 1 April 2026.
Restgarth is a residential home providing care and support for up to 32 older people, some of whom may be living with dementia. At the time of the assessment 17 people were receiving support from the service.
This assessment was carried out to check the provider had made improvements following enforcement action taken after our last assessment in September 2025 when we identified breaches of regulation relating to dignity and respect, need for consent, safe care and treatment, governance, staffing and recruitment. This resulted in the service being placed into special measures and we imposed conditions on the providers registration.
At this assessment the service had failed to make sufficient improvements, and we identified repeat breaches of regulations in relation to safe care and treatment and governance. An additional breach in relation to person centred care was identified. The service had made improvements in other areas and was no longer in breach of regulations relating to dignity and respect, need for consent, staffing and recruitment.
We again identified occasions when care had not been completed in line with care plans and guidance from external professionals. This had put people at increased risk of harm to their health and well-being. People did not always receive care in line with their preferences.
Auditing systems had been introduced but these had failed to identify areas for improvement.
However, there was now a consistent management team who were motivated to make the necessary improvements. Staffing levels were appropriate; staff were recruited safely and received training and supervision. Opportunities to take part in activities had increased.
In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this on our website after any representations and / or appeals have been concluded.
This service remains in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we user our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
