Our current view of the service

Requires improvement

Updated 26 August 2026

Date of assessment: 9 and 10 September 2026.
Restgarth is a residential home providing care and support for up to 32 older people. At the time of the assessment 14 people were receiving support from the service.
This assessment was carried out to check the provider had made improvements following our last assessment in March 2026 when we identified breaches of regulation relating to safe care and treatment, person-centred care and management of the service.
At this assessment we found the service had made some improvements. However, further work was required to continue to drive improvement and embed new processes. We identified repeat breaches of regulation relating to person-centred care and management of the service. The service was no longer in breach of the regulation relating to safe care and treatment.
People’s preferences were not always considered when staff were providing care. At certain times care was not person-centred and had been arranged for the convenience of staff.
There was no activity co-ordinator employed at the time of the assessment and activities were limited. However, staff arranged bingo sessions and word games when they were able to. A rear garden was not normally available for people to use although a garden party had been held during the summer. However, some people were able to use a seating area at the front of the building if they wanted to spend time outside.
Care plans and risk assessments did not always accurately reflect people’s needs and preferences. When needs changed, care plans had not been updated to help ensure they remained accurate. The manager told us they were aware of this and were working to ensure everyone had up to date information in place.
Risk assessments identified known risks and staff had guidance on how to support people safely. We identified some areas where risk assessments had not been developed or updated as needed. We were told by the manager this would be addressed.
People and relatives had been asked for their feedback on the service. Some relatives told us communication was poor and they were not always well-informed about their family members well-being and care plans.
Systems to monitor staff culture had failed to identify a task-based approach was sometimes used during the night.
However, planned care tasks, to help mitigate the risk of people developing pressure sores, were now carried out regularly.
There were enough staff to provide support. Recruitment processes were followed to help ensure new staff were suitable for the role. Staff received supervision and training.
The environment was clean and relevant safety checks had been completed. People’s rooms were furnished to reflect their tastes. Menus were varied and healthy. Any preferences relating to food choices were taken into account.
We have asked the provider for an action plan in response to the concerns found at this assessment.
This service has been in Special Measures since September 2025. The provider demonstrated improvements had been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.

People's experience of the service

Updated 26 August 2026

People’s care was not always provided in line with their preferences. People were still not receiving regular baths or showers. There were limited activities or opportunities to access outdoor spaces. Relatives told us, “I was introduced to a new member of staff this week who is going to do a mixture of activities and caring. My concern is when they’re short staffed, they will probably end up doing care rather than activities” and “They used to have baking and indoor gardening but that folded.”
Relatives were complimentary about the staff. Comments included, “The staff are kind and caring. I’ve watched them with the other residents, and they are warm and welcoming. The staff will sit with [my relative] if they are distressed and will sing to them. They are welcoming when I visit and I never feel anything is too much bother” and “They are kind, friendly and smiley and have a bit of banter with [relative].”
