Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

This is the first assessment for this service. This key question has been rated good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Score: 3

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. The provider had a positive culture, with staff and people using the service involved in decision-making. Staff described a positive culture where people’s needs and preferences were prioritised. One staff member said, “It’s absolutely perfect. Everyone is friendly and all the staff are excellent.”

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. The service was well organised, and people told us it was reliable and well run. Leaders were accessible, supportive, and committed to delivering high-quality care. Staff spoke very positively about management of the service and the registered manager. Staff said of the registered manager, “She is so dedicated to her work” and “She is nice, friendly and very knowledgeable.” Another staff member said, “The management and communication are perfect. They are open and ready to help.”

Freedom to speak up

The provider fostered a positive culture where people felt they could speak up, and their voice would be heard. Staff felt confident to raise concerns, with a learning culture that acted on feedback and promoted improvement. Staff said, “I really like working for them (Ellie Sunrise). Any problems they will sort out straight away. You can talk to [registered manager] about anything” and “Managers are very involved. They act on anything straight away.”

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. Staff from varied backgrounds reported feeling included and respected.

Governance, management and sustainability

Score: 2

The provider did not always have clear responsibilities, roles, systems of accountability or good governance. They did not always act on the best information about risk, performance and outcomes, or share this securely with others when appropriate. Governance systems were in place but were not consistently robust. Following a recent local authority visit the registered manager had reviewed audits and oversight and was in the process of improving and updating the systems in place. We found the registered manager had put an action plan in place and was eager to implement any improvements that could be made. Records of safeguarding and complaints, referrals and notifications were maintained. New overarching logs, including of all audits, were being introduced, to improve the registered manager’s oversight. They required embedding and monitoring to ensure consistent oversight and continued improvement.

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement.

Learning, improvement and innovation

Score: 3

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. There is evidence of regular spot checks staff and supervision records demonstrating that feedback from staff was sought and actioned.
