Safe
Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. This is the first assessment for this service. This key question has been rated good. This meant people were safe and protected from avoidable harm.

Learning culture
The provider had a proactive and positive culture of safety, based on openness and honesty. Staff listened to concerns about safety and investigated and reported safety events. Lessons were learnt to continually identify and embed good practice.
Processes were in place to ensure accidents and incidents were investigated to help identify any themes or trends which could affect people’s on-going health and safety in their home.
Safe systems, pathways and transitions
The provider worked with people and healthcare partners to establish and maintain safe systems of care, in which safety was managed or monitored. They made sure there was continuity of care, including when people moved between different services.
The service worked with people, their families and health professionals to ensure there was continuity of care. The management team completed assessments on people who received their support.
Safeguarding
The provider worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. Staff concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The provider shared concerns quickly and appropriately.
Relatives and staff were confident if they raised concerns with management appropriate action would be taken.
Involving people to manage risks
The management team worked with people to understand and manage risks. Staff provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them.
Relatives told us family members received regular visits from staff who knew them well, met their needs and managed risks appropriately.
Safe environments
The provider detected and controlled potential risks in the care environment. They made sure equipment, facilities and technology supported the delivery of safe care.
Staff visited people in their own homes. Where appropriate, the management team had completed environmental risk assessments to keep people and staff safe.
Safe and effective staffing
The management team made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs.
The service had recruitment processes to make sure all staff were recruited safely and had the necessary checks before starting to work with people. Staff praised the induction process and ongoing training. One staff member told us, “Training was very helpful. We have the skills to be able to do complex care.”
The provider had a system to monitor staff punctuality and the duration of care calls. Relatives told us staff arrived at the required times for the calls. One relative told us, “You can almost set your watch by how punctual staff are.”
Infection prevention and control
The management team assessed and managed the risk of infection. Staff were provided with and used personal protective equipment (PPE), which was appropriate for the care they were delivering and the level of infection risk.
Relatives told us staff wore PPE when required and kept people’s homes clean and hygienic. One relative told us, “They [staff] look after [family member] and keep the house clean.”
Medicines optimisation
The provider made sure staff were trained as competent to manage medicines safely.
The provider had policies and procedures to make sure that medicines were safe and met people’s needs and preferences. They completed unannounced competency checks to ensure staff maintained the necessary skills to administer medicines safely.
The management team had oversight of medicine administration and conducted regular audits to ensure safe practice.
