During an assessment under our new approach

Date of assessment: 25 March to 1 May 2026

We carried out this inspection to gain an up-to-date view of the service and follow up on warning notices issued at our previous inspection. At our previous inspection we identified breaches of the regulations relating to safe care and treatment, person centered care, fit and proper persons employed, safe staffing, safe environment, safeguarding people from abuse consent and good governance. We found improvements had been made and the provider was no longer in breach of these regulations.

Leaders were described as approachable and caring, and staff felt supported in their roles. However, some shortfalls remained including medicines being administered safely and consent to closed circuit television. The provider was responsive to our concerns and immediately took appropriate action to mitigate risk.

People were safeguarded from the risk of abuse. The service had a good safety culture, and staff worked proactively to report and learn from incidents. The home worked well with external health and social care professionals, supporting positive health outcomes and continuity of care.

People were supported to engage in meaningful activities and achieve their goals.

This service has been in Special Measures since September 2025. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.

During an assessment under our new approach

Date of assessment: 18 September to 9 October 2025. Cheybassa Lodge Rest Home supports some people who have a diagnosis of a dementia. This assessment was in response to concerns raised with the Care Quality Commission (CQC) about the safety and quality of care people received and because the service had not been rated under the new provider.

At this assessment we identified 5 breaches of the legal regulations in relation to safe care and treatment, person centred care, fit and proper persons employed, consent and good governance.

People did not always receive a service that ensured their safety. Risks to people's health and wellbeing had not been effectively assessed, monitored or mitigated. Risks associated with the environment had not always been safely managed and infection control processes were not robust. Medicines were not always managed safely. Staff were not deployed effectively to ensure people received support in a timely way that met their needs and preferences, and they were not always recruited safely to ensure they were fit to work with vulnerable adults.

Governance and management systems were ineffective. The service was disorganised, and records were not always complete or accurate. The lack of effective quality assurance meant people were at risk of receiving poor quality care. The nominated individual (who is responsible for supervising the management of the service on behalf of the provider) and the registered manager were in the process of making improvements at the service. However, time was needed to embed these improvements.

We have asked the provider for an action plan in response to the concerns found at this assessment in relation to consent to care and treatment and fit and proper persons employed.

In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
