Leaders and staff understood the service's vision, values and objectives and worked to deliver high-quality care. Despite recent changes in leadership, leaders were visible, supportive and committed to the ongoing development and sustainability of the service. Staff generally felt able to provide feedback and contribute to service improvement, and there was a culture of learning and continuous improvement. Staff understood their roles and responsibilities and were supported to develop in their roles. Leaders maintained oversight of quality and safety through governance and risk management processes and used information to support improvement. Staff with protected characteristics felt supported, and leaders worked to promote an inclusive culture. While some cultural and leadership challenges had been identified, leaders demonstrated awareness of these issues and had taken steps to address them and strengthen staff engagement.
