Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. At our previous inspection (published October 2017) we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. The provider had systems to ensure the service could meet people’s needs before they started using the service. This included assessing each person in areas such as mental health support, communication and considering how compatible individuals’ needs were with one another. Each person was assigned a key worker to help ensure they were involved in decisions about their care and support. The provider made use of appropriate assessment tools, and records showed care plans were regularly reviewed.

The provider told people about their rights around consent and respected these when delivering person-centred care and treatment. People's consent to care and support was recorded. Where people lacked mental capacity to make a specific decision or their capacity fluctuated, a mental capacity assessment had been undertaken and a best interests process followed. Staff had completed training and demonstrated an understanding of the MCA. We observed, and people told us, their choices were respected, and they were asked for verbal consent before being supported by staff.
