Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question requires improvement. At this assessment the rating has changed to good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities.

The provider was committed to equality of opportunity and providing a workplace for staff that was free from discrimination. This was reflected in the provider’s policies and procedures. Staff described feeling listened to, valued in their role and of working collaboratively to meet the needs of people.

Capable, compassionate and inclusive leaders

Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty.

There was a stable leadership at the service with shared responsibilities to ensure good care delivery for people. The provider had the skills and experience to lead effectively. They did so with integrity, openness and honesty.

The provider acknowledged the challenges of providing a service which was also their family home whilst meeting the requirements of regulation. They had taken steps to address inconsistencies we had found at the last CQC inspection. This included implementing more formal systems and processes. We have signposted the provider to the right support, right care, right culture methodology to underpin their systems and processes in line with current best practice and methodology.

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. The service continued to have active links with the local community including the local church and sold home grown produce by way of fruit and vegetables from their small holdings.

Learning, improvement and innovation

Score: 3

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.

Since the last CQC assessment, actions had been taken by the provider to make the necessary improvements to the service delivery. There were improved processes and systems to maintain oversight of the service in place, especially considering the unique circumstances of this service.
