Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence.

At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

Assessing needs

The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. People’s care plans were reflective of their needs and preferences. The provider’s positive behaviour support (PBS) team had worked collaboratively with each person, their families and care teams, to complete detailed bespoke risk assessments and support plans.

 

There was a robust pre-assessment process in place for people who were potentially going to use the service. The assessment process included the provider’s leadership and staff visiting the potential new person in various settings that mattered to them – for example, the family home, their schools or day centres, and in the community to ensure a holistic assessment of their needs and preferences.

The provider told people about their rights around consent and respected these when delivering person-centred care and treatment. Each person’s mental capacity had been assessed for any aspect of their lives where this was in question, and detailed mental capacity assessment and best interest decision documents were in place. There was evidence that people’s mental capacity was reassessed regularly, and that the provider endeavoured to provide the least restrictive option for people.

We observed staff working positively with people, offering them choices and asking them for consent before doing things on their behalf.
