Well-led
We rated well led as requires improvement. We assessed 3 quality statements. Leaders told us they were inclusive at all levels, and they understood the context in which they delivered care, treatment and support and embody the culture and values of their workforce and organisation. Some staff told us that they did not always feel well supported by leaders or the leadership team.
Leaders endeavoured to foster a positive culture where people feel that they can speak up and that their voice will be heard. Staff felt that attempts made by the freedom to speak up guardian and leaders had not had much of an impact on staff wellbeing.
The service understood their duty to collaborate and work in partnership, so their services worked seamlessly for people.

Capable, compassionate and inclusive leaders
Leaders told us they were inclusive at all levels, and they understood the context in which they delivered care, treatment and support and embody the culture and values of their workforce and organisation. They had the skills and knowledge to lead effectively. They did so with openness and honesty.
Most staff we spoke with told us that they did not always feel well supported by leaders or the leadership team. Staff had concerns about leaders and said that culture and experience of staff varied and impacted them.
The service understood their duty to collaborate and work in partnership, so their services work seamlessly for people. They shared information and learning with partners and collaborated for improvement.
Freedom to speak up
Leaders endeavoured to foster a positive culture where people feel that they can speak up and that their voice will be heard.
Staff told us they raised various concerns with leaders consistently and with the freedom to speak up guardian and acknowledged that the trust had made attempts to resolve the cultural issues. Staff felt that attempts made by the freedom to speak up guardian and leaders had not had much of an impact on staff wellbeing.
Leaders had responded to concerns raised regarding whistleblowing and culture within the department alongside the freedom to speak up guardian. They had implemented sessions for all staff groups within the department and were handling individual cases which had been raised.

The service understood their duty to collaborate and work in partnership, so their services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement.
Leaders were working with many other healthcare providers within the network on plan to reduce attendance at the emergency department and focus on community care and rehabilitation to reduce pressure in the department.
