Our view of the service
Date of assessment: 25 November to 18 December 2024. Engage Care Services is a domiciliary care agency providing personal care to people in their own home. At the time of our assessment, the service supported 1 person.
We found 3 continuing breaches of legal regulations in relation to safe care and treatment, governance and staffing. There was no information for, or recording of, topical creams applied by care staff. Governance systems and audits were not effective in identifying or addressing areas for improvement. Staff training was not robust as multiple training courses had been completed on the same day. There was no consideration whether the volume of training provided in the one day equipped and prepared the member of staff to support people safely and appropriately.
The provider was previously in breach of legal regulations in relation to person-centred care, dignity and respect, staffing and not notifying incidents to the CQC. We were unable to assess if improvements had been made in these areas as we could only speak with the 1 person being supported, look at 1 care plan and speak with the staff team supporting the person.
There was a stable staff team. The person’s individual needs were identified. The staff team were from the same cultural background as the person they supported and so understood their cultural needs.
In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
This service remains in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we user our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
People's experience of this service
Feedback from the person was generally positive. The staff team was stable, and they knew the person’s support needs. The staff respected the person’s privacy and dignity and supported them to access the community and follow their faith.
The person said, “I don’t want to take the wrong medication” but felt the staff weren’t allowed to support them. We spoke with the registered manager and local authority about this.
The person felt if they raised something with the clinical lead changes were made to address the issue.
