Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question Good. At this assessment the rating has remained Good.

Learning culture
The provider had a proactive and positive culture of safety, based on openness and honesty. Staff listened to concerns about safety, recorded these appropriately and investigated and reported safety events. The provider planned and monitored actions that needed to be taken following incidents to ensure lessons were learnt and changes were made to practice where needed. Relatives told us they were informed of incidents, and appropriate actions were taken to mitigate ongoing risks. One relative told us the following regarding an incident, “They told me about what happened, and they handled things properly. I’m happy they dealt with things properly.”

Safeguarding
The provider worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. People’s relatives told us they felt their family member was safe with staff. One relative said, “I do trust the staff and think they have [my family member’s] best interests at heart.”
Staff concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The provider shared concerns quickly and appropriately.
There was a clear safeguarding policy and procedure in place as well as a safeguarding lead within the organisation to provide additional support if this was needed.
Involving people to manage risks
The provider worked with people to understand and manage risks. Staff provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them.
The provider had detailed care plans and risk assessments in place to plan for different areas of risk involving people’s health and safety. We saw risk assessments were highly personalised to specific areas of risk involving individual people. These included particular events which caused frustration or distress to the person.
Relatives gave positive comments about staff knowledge about these triggers, but some said newer staff were not always aware of the individual behaviours of their relatives and how they should manage these. We reported this to the manager who agreed to look into this.
Professionals who were involved in people’s care commented positively about staff knowledge of people’s needs and their approach to risk management. One professional told us, “I was impressed by the Ewell Roads teams’ ability and willingness to take positive risks that enabled individual residents to engage in meaningful activities they preferred and have access to the community.”

Safe and effective staffing
The provider made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. The provider told us there were professional development opportunities for staff within the organisation as they wanted to “promote from within”.
Rotas showed there were sufficient numbers of staff scheduled to work in accordance with people’s needs. Initial assessments determined the level of support people required and we saw there appeared to be enough staff available during our site visit. We saw staff responded to people’s needs quickly and were available to offer both emotional and practical support to people.
The provider conducted appropriate pre- employment checks to ensure staff were suitable to work with vulnerable people. An initial induction with staff and thereafter quarterly supervisions to discuss their performance, welfare and training needs. There was a system of annual appraisals in place as well as ongoing training. There was a clear disciplinary policy and procedure in place.
