During a routine inspection

About the service

Newham Branch is registered to provide personal care to people living in specialist 'extra care' housing across two sites. The service supports a range of people of different age groups and varied support needs. Extra care housing is purpose-built or adapted single households in a shared site or building. People's care and housing are provided under separate contractual agreements. CQC does not regulate premises used for extra care housing; this inspection only looked at people's personal care service. Not everyone who used the service received personal care.

CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our inspection, there were 42 people receiving personal care.

People’s experience of using this service and what we found

People were protected from the risk of abuse and harm. Staff were recruited safely. Medicines were managed safely. People were protected from the risk of infection. Risks of hazards that could cause harm were well managed.

People’s needs were assessed before using the service. The provider worked well with other health care professionals supporting people to live a healthy life. Staff were well trained and had regular meetings with their line managers this gave them the opportunity to learn and develop their skills.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

Staff promoted people’s dignity, privacy and independence. Staff demonstrated they knew people well and were kind and caring. People were encouraged to make decisions about their care and get involved in planning their care.

People’s care plans were personalised and contained people’s preferences, likes and life history. People told us they had no complaints but if they did, they knew who to contact if they were unhappy with the service.

There were systems in place to monitor the quality of the service. Regular audits and checks were carried out by the provider. People, relatives and staff were asked for feedback and this information was used to improve the service.

About the service

Newham Branch is an extra care service that provides care to people living across two sites. Newham Branch is registered to provide personal care to people living in specialist 'extra care' housing. Extra care housing is purpose-built or adapted single households in a shared site or building. People's care and housing are provided under separate contractual agreements. CQC does not regulate premises used for extra care housing; this inspection only looked at people's personal care service. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do we also consider any wider social care provided. At the time of our inspection, there were 69 people receiving personal care.

People’s experience of using this service and what we found

People and their relatives told us they felt safe with the staff. Risk assessments were in place to protect people from known risks and staff were always aware of risk when in people's homes. People’s equipment was checked regularly to provide safe care. People were protected from the risk of infection.

The service was sending statutory notifications promptly to the CQC. The service had quality assurance processes in place. The registered manager understood their responsibilities in relation to duty of candour.

Rating at last inspection

Why we inspected

We carried out this inspection following a routine review of information we held about this service. Our intelligence indicated that that there may be a higher level of risk at this service. We checked whether the provider had met the requirements of a recommendation we made about the management of equipment and recording safety checks. We also found at our last inspection the provider was not always sending notifications promptly to the CQC. We checked whether the provider had improved submitting notifications.

CQC have introduced targeted inspections to follow up on a Warning Notice or other specific concerns. They do not look at an entire key question, only the part of the key question we are specifically concerned about. Targeted inspections do not change the rating from the previous inspection. This is because they do not assess all areas of a key question.

Follow up

We will continue to monitor information we receive about the service until we return to visit as per our re-inspection programme. If we receive any concerning information we may inspect sooner.
