Shared direction and culture

Score: 3

We did not look at Shared direction and culture during this assessment. The score for this quality statement is based on the previous rating for Well-led.

Capable, compassionate and inclusive leaders

Score: 3

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty.

The provider was open, honest and transparent during the inspection. Where shortfalls were identified they were responsive and demonstrated their commitment to improving the service. They demonstrated an understanding of legal requirements and were clear about their responsibilities such as reporting incidents and responding to concerns and complaints.

During the inspection the provider had employed a new clinical lead nurse to help embed a culture of continuous learning and development within the service. Senior care staff and nurses were described as supportive, knowledgeable and understanding.

As mentioned earlier in this report, recent changes in leadership and ways of working had impacted on some staff, creating some uncertainty within the care team. The provider had recognised this impact and had ensured they were visible and accessible to staff so they could address any concerns quickly. Overall, staff recognised this as a positive shift in organisational culture.

Freedom to speak up

Score: 3

The provider fostered a positive culture where people felt they could speak up and their voice would be heard.

People, their relatives and staff told us that they felt able to speak up, raise concerns and were confident they would be listened to. Staff were aware of the provider’s policies to guide them about speaking out and raising issues.

The provider had taken steps to increase opportunities for everyone to share their views, such as organising regular relative’s and staff meetings.

Workforce equality, diversity and inclusion

Score: 3

We did not look at Workforce equality, diversity and inclusion during this assessment. The score for this quality statement is based on the previous rating for Well-led.

Governance, management and sustainability

Score: 2

The provider did not always have clear systems for good governance. They did not always act on the best information about risk, performance and outcomes.

The registered manager was not working in the service at the time of the inspection and the provider was managing the service. There were positive signs of cultural improvement, however further work was needed to ensure governance and oversight were robust and sustainable.

The provider demonstrated a developing understanding of the issues affecting quality and safety, and there were action plans in place to address the issues identified. However, as mentioned earlier in this report some issues had not been identified and planned for. Following the inspection the provider told us they would review the scope of service checks to ensure they were aligned with service-wide action plans. For example, improvements to medicines audits and implementing spot checks to assess the quality of staff support and to model good practice in real-time.
