During an assessment under our new approach

Ronti Care Solutions Ltd is a domiciliary care agency providing care and support to people living in their own homes. Not everyone who used the service received personal care. The Care Quality Commission (CQC) only inspects where people receive personal care, which includes assistance with tasks related to personal hygiene and eating. Where personal care is provided, we also consider any wider social care support. At the time of this inspection, 7 people were receiving personal care from the service.

A comprehensive inspection of Ronti Care Solutions Ltd was initiated due to concerns received about the service. This assessment involved an announced on-site inspection on 27 April 2026, followed by continued off-site activity until 27 May 2026. As part of this assessment, we looked at 34 quality statements across the key questions of Safe, Effective, Caring, Responsive, and Well-led.

During the inspection we found the provider was in breach of legal regulations relating to safe care and treatment, staffing, fit and proper persons employed, and good governance. This service was previously rated good but has now changed to inadequate.

Risk management arrangements fell short of ensuring safety and lacked the robustness needed to fully protect people from harm. Systems to assess, plan for and mitigate individual health needs were inconsistent, ineffective and occasionally missing altogether. Consequently, those experiencing declining health did not always have their changing needs recognised or managed safely, which ultimately exposed them to a significant risk of avoidable harm.

Gaps in training, clinical knowledge and competence meant that care staff were not always fully prepared to support people safely and appropriately. Because of these gaps, the service could not provide sufficient assurance that its workforce received adequate training or possessed the necessary skills to manage care safely.

Weaknesses in governance and oversight meant that the registered manager lacked a comprehensive understanding of service risks and people's specific needs. Instead of using incident tracking as a tool for continuous learning and development, the service handled events without the evaluation required for genuine progress. This absence of critical review created an environment where unsafe habits could easily take root and continue without challenge.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.

This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of the inspection Ronti Care Solutions was providing personal care to three people living in their own homes.

People’s experience of using this service and what we found

The service had not always ensured staff were safely recruited. Recruitment checks were not always completed prior to staff starting work. Following our inspection, the registered manager responded promptly, reviewing their recruitment processes and sending us confirmation staff documentation was now in place. We have made a recommendation about the safe recruitment of staff.

People told us they received their medicines as prescribed; however, the systems in place for managing medicines safely were not always effective. People’s medicines records were not always completed accurately and staff competency to administer medicines had not always been assessed. We have made a recommendation about the safe management of medicines.

Risks to people had been assessed; however, not all risks relating to people’s specific health needs had been considered. Following our feedback, the registered manager reviewed and updated the risk assessments to ensure these were included. People’s care plans were personalised and reflected their individual preferences.

People told us they felt safe. Staff knew how to protect people from the risk of abuse and how to raise any concerns.

Staff felt supported by the registered manager and were in the process of completing a range of training relevant to their role.

People and relatives told us the staff were kind and caring and spoke positively about the registered manager and the service. People were involved in making decisions about their care. Staff were respectful of people’s dignity and privacy.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

People were supported to access healthcare services when needed; however, people’s oral health needs had not been assessed by the service. We have made a recommendation about supporting people with their oral health.

The registered manager was introducing systems to monitor the quality and safety of the service. People and relatives knew how to raise concerns and told us they were confident action would be taken to address these. The registered manager asked people, relatives and staff for regular feedback and worked closely with them to develop and improve the service.

We will continue to monitor information we receive about the service until we return to visit as per our re-inspection programme. If we receive any concerning information we may inspect sooner.
