Our view of the service
Ronti Care Solutions Ltd is a domiciliary care agency providing care and support to people living in their own homes. Not everyone who used the service received personal care. The Care Quality Commission (CQC) only inspects where people receive personal care, which includes assistance with tasks related to personal hygiene and eating. Where personal care is provided, we also consider any wider social care support. At the time of this inspection, 7 people were receiving personal care from the service.
A comprehensive inspection of Ronti Care Solutions Ltd was initiated due to concerns received about the service. This assessment involved an announced on-site inspection on 27 April 2026, followed by continued off-site activity until 27 May 2026. As part of this assessment, we looked at 34 quality statements across the key questions of Safe, Effective, Caring, Responsive, and Well-led.
During the inspection we found the provider was in breach of legal regulations relating to safe care and treatment, staffing, fit and proper persons employed, and good governance. This service was previously rated good but has now changed to inadequate.
Risk management arrangements fell short of ensuring safety and lacked the robustness needed to fully protect people from harm. Systems to assess, plan for and mitigate individual health needs were inconsistent, ineffective and occasionally missing altogether. Consequently, those experiencing declining health did not always have their changing needs recognised or managed safely, which ultimately exposed them to a significant risk of avoidable harm.
Gaps in training, clinical knowledge and competence meant that care staff were not always fully prepared to support people safely and appropriately. Because of these gaps, the service could not provide sufficient assurance that its workforce received adequate training or possessed the necessary skills to manage care safely.
Weaknesses in governance and oversight meant that the registered manager lacked a comprehensive understanding of service risks and people's specific needs. Instead of using incident tracking as a tool for continuous learning and development, the service handled events without the evaluation required for genuine progress. This absence of critical review created an environment where unsafe habits could easily take root and continue without challenge.
This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.
People's experience of this service
Feedback from people and their relatives highlighted an inconsistent service. While some people discussed their daily support with care staff, others hadn’t viewed their formal care plans, and 1 person had been left out of the planning process entirely.
Unreliable visit times and missed calls left relatives feeling unable to depend on the service for consistent care. This instability was highlighted by 1 relative who shared, “These carers don’t come at a specific time, so I never know whether they’re late or not,” while another noted that staff simply arrived at varying times.
The absence of structured communication assessments left care staff prone to missing vital cues and emotional expressions from the individuals in their care. As a result, people potentially encountered barriers to voicing their preferences and making personal choices, ultimately leading to routine isolation, frustration and a sense of being misunderstood.
During this assessment, we found significant shortfalls that did not meet expected standards and put people at risk of harm.
