Portman Health Ltd (trading as Zen) is operated by a provider who offers other services, such as pharmacy and aesthetic medicine. The GP consulting service has access to a clinical room within the building. The service offers private GP appointments for acute and minor ailments for adults and children. The service sees approximately 25 patients a week. The majority of patients are from Somalia. It is located at 3D Baker Street London W1U 8ED. The service premises are suitable for access by wheelchair users and some less able patients.

The service employs four members of staff which includes one full time (male), lead doctor who is registered with the General Medical Council GMC, the doctor is not on the GP register however is on the specialist register, a part time GP (female) who is on the GMC GP register, a Practice Manager and a receptionist. The service operates Monday to Friday 10am to 6pm depending on the need for appointments.

The service offers a range of non-surgical cosmetic interventions, for example anti-ageing treatments, nutritional therapies, Botox, fillers, and micronutrient which are not within CQC scope of registration. Therefore, we did not inspect or report on these services

The service website address is www.zenhealthcare.co.uk. We visited Portman Health Ltd on 20 January 2022. The team was led by a CQC inspector, accompanied by a GP specialist advisor. Before the inspection, we reviewed notifications received about the service, and a standard information questionnaire completed by the service. During the inspection, we interviewed staff, made observations and reviewed documents.

How we inspected this service

Throughout the pandemic CQC has continued to regulate and respond to risk. However, taking into account the circumstances arising as a result of the pandemic, and in order to reduce risk, we have conducted our inspections differently.

This inspection was carried out in a way which enabled us to spend a minimum amount of time on site. This was with consent from the provider and in line with all data protection and information governance requirements.

We carried out this inspection on 20 January 2022. The inspection was led by a CQC inspector who was accompanied by a GP specialist advisor. Before visiting, we looked at a range of information that we hold about the service. We reviewed information submitted by the service in response to our provider information request. During our visit we interviewed staff, observed practice and reviewed documents.

To get to the heart of patients’ experiences of care and treatment, we always ask the following five questions:

  • Is it safe?
  • Is it effective?
  • Is it caring?
  • Is it responsive to people’s needs?
  • Is it well-led?

These questions therefore formed the framework for the areas we looked at during the inspection.

We carried out an announced comprehensive inspection at Portman Health Ltd as part of our inspection programme of a new provider registration for the service. This was a first rated inspection for the service that was registered with the Care Quality Commission (CQC) in January 2019. During this inspection we inspected the safe, effective, caring, responsive and well-led key questions.

Portman Health Ltd, also trading as Zen Healthcare is a late-night pharmacy and clinic providing Private General Practice services located in the London Borough of Westminster. The provider is Portman Health Ltd. The RM is Mr Mohamed Salah Mohamed Sale. A registered manager is a person who is registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

This service is registered with CQC under the Health and Social Care Act 2008 in respect of some, but not all, of the services it provides. There are some exemptions from regulation by CQC which relate to particular types of regulated activities and services and these are set out in Schedule 1 and Schedule 2 of The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. Portman Health Ltd provides a range of non-surgical cosmetic interventions, for example anti-ageing treatments, Botox, fillers, nutritional therapies, micronutrient testing which are not within CQC scope of registration. Therefore, we did not inspect or report on these services.

Our key findings were:

  • The service had a range of policies and procedures to govern activity.
  • The provider organised and delivered services to meet patients’ needs.
  • Patients could access care and treatment from the service within an appropriate timescale for their needs.

The areas where the provider should make improvements are:

  • Formalise the procedure for checking patient identity.
  • Undertake appraisals for staff members.
  • Record references for staff prior to starting employment.
  • Continue undertaking audits, with a view to complete two cycles.
