During an assessment under our new approach

Date of Assessment: 14 April to 1 May 2026.

This inspection was prompted by concerns we received about the quality of care and the length of time since the last inspection. We found a breach of the legal regulations in relation to staffing, person-centred care and governance.

Staffing levels were not sufficient to meet people’s needs in a timely way, which impacted people’s experiences. Although staff displayed kindness to people, care was largely task-focused, and people did not always receive meaningful interaction, choice, or opportunities for social engagement. People’s preferences were not always respected, and activities and daily routines were not consistently tailored to individual needs.

Risk management processes were inconsistent. While some risks were assessed well and managed safely in practice, other assessments were not in place or were generic. People received their medicines as prescribed although improvement was needed with medicine records. This increased the risk of unsafe care. Leaders began making improvements at the time of our inspection.

People were safeguarded from the risk of abuse. The service had a good safety culture, and staff worked proactively to report and learn from incidents. The home worked well with external health and social care professionals, supporting positive health outcomes and continuity of care. People’s healthcare needs were well managed, and professionals spoke highly of the service’s collaborative approach.

Leaders were described as approachable and caring, and staff mostly felt supported in their roles. However, governance systems were not always effective in identifying and addressing areas for improvement, and feedback from people and staff was not consistently acted upon.

Leaders demonstrated a desire to provide safe and person-centred care to people. They began making improvements at the time of the inspection and told us of their plans to continue with this.

We have asked the provider for an action plan in response to the concerns found at this inspection.

During a routine inspection

About the service

Home of Comfort Nursing Home is a residential care home providing personal and nursing care to 23 people aged 65 and over at the time of the inspection. One person was being supported in hospital at the time of the inspection. The service can support up to 30 people. The care home accommodates people on three floors in one adapted building.

People’s experience of using this service and what we found

People's needs were met in an individual and personalised way by staff who were kind, caring and responsive to their needs. People felt listened to and knew how to raise concerns. Enough staff who had been recruited safely were available to meet people’s needs. We observed staff respecting people's privacy and protecting their dignity.

People could be confident they were supported by staff who had access to appropriate guidance and understood how to keep them safe. Staff’s knowledge of the people they supported was good and they were able to tell us about the risks associated with people’s care and how to minimise these.

People’s medicines were managed safely, and people were protected from the risk of infection because staff used protective equipment. Incidents were used to identify improvements that could be made to people’s care and support.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice. Staff had received appropriate training and support to enable them to carry out their role safely. They received regular supervision to help develop their skills and support them in their role.

People knew how to raise concerns. They had confidence in the registered manager. A quality assurance system was in place to assess, monitor and improve the service. Incidents and accidents were monitored by the registered manager. Where accidents and incidents occurred in the home the registered manager ensured appropriate action was taken for people to reduce the likelihood of injury or reoccurrence.
