Our view of the service

Date of Assessment: 14 April to 1 May 2026.

This inspection was prompted by concerns we received about the quality of care and the length of time since the last inspection. We found a breach of the legal regulations in relation to staffing, person-centred care and governance.

Staffing levels were not sufficient to meet people’s needs in a timely way, which impacted people’s experiences. Although staff displayed kindness to people, care was largely task-focused, and people did not always receive meaningful interaction, choice, or opportunities for social engagement. People’s preferences were not always respected, and activities and daily routines were not consistently tailored to individual needs.

Risk management processes were inconsistent. While some risks were assessed well and managed safely in practice, other assessments were not in place or were generic. People received their medicines as prescribed although improvement was needed with medicine records. This increased the risk of unsafe care. Leaders began making improvements at the time of our inspection.

People were safeguarded from the risk of abuse. The service had a good safety culture, and staff worked proactively to report and learn from incidents. The home worked well with external health and social care professionals, supporting positive health outcomes and continuity of care. People’s healthcare needs were well managed, and professionals spoke highly of the service’s collaborative approach.

Leaders were described as approachable and caring, and staff mostly felt supported in their roles. However, governance systems were not always effective in identifying and addressing areas for improvement, and feedback from people and staff was not consistently acted upon.

Leaders demonstrated a desire to provide safe and person-centred care to people. They began making improvements at the time of the inspection and told us of their plans to continue with this.

We have asked the provider for an action plan in response to the concerns found at this inspection.

People's experience of this service

We received mixed feedback from people about their experiences at Home of Comfort. Comments included, “I liked it a lot when I first came here, but it’s not the same anymore.”, “It’s really good” and “It’s all right.”

Most people told us staff were kind and caring. For example, one person said, “They’re lovely. They’re very good, very kind.” However, people said staffing levels sometimes impacted the consistency of care, with one person explaining, “They [staff] do care, that may drop off when they’re short staffed, but it soon bounces back.”

Some people were unable to verbally share their views, so we used our observational tool to understand their experiences. This showed staff were kind but often busy, resulting in care that was task-focused with limited interaction. Some people did not always receive support in ways that met their communication needs or promoted engagement.
