During an assessment of Community-based substance misuse services

Date of assessment: 8 October 2025.

This assessment was a planned unannounced assessment of community-based substance misuse services. CGL Peterborough Aspire is a community substance misuse service based in Peterborough.

The service provides support to adults and young people whose lives are impacted by drugs and alcohol. The pathway for young people is not regulated by the Care Quality Commission and therefore has not been included in this report. The service is commissioned by the local authority, and run by Change, Grow, Live, which is a national provider.

The service operates from 2 hubs in Peterborough. We visited the main location during the assessment. The smaller location is a satellite site. The service operated 5 days per week.

The service registered with the Care Quality Commission in November 2018 as a provider of treatment of disease, disorder or injury. The service did not have a registered manager in post at the time of the inspection. An interim service manager was in post, and since the inspection, the service recruited a new service manager who is due to commence the role in January 2026.

We rated the service as good.

During an assessment of the hospital overall

We assessed CGL Peterborough Aspire on 8 October 2025.

We assessed the service due to its aged rating. The service was last inspected in November 2019.

CGL Peterborough Aspire was registered with CQC in November 2018 to deliver the regulated activity: Treatment of disease, disorder or injury. The service had a registered manager.

At this assessment we assessed 1 assessment service group; community-based substance misuse services where we assessed 33 quality statements.

We rated the service as good.

During a routine inspection

We rated CGL Peterborough Aspire as good because:

  • The service provided safe care. The premises where clients were seen were safe and clean. The number of clients on the caseload of the teams, and of individual members of staff, was not too high to prevent staff from giving each client the time they needed. Staff assessed and managed risk well and followed good practice with respect to safeguarding.
  • Staff developed holistic, recovery-oriented care plans informed by a comprehensive assessment. They provided a range of treatments suitable to the needs of the clients and in line with national guidance about best practice. Staff engaged in clinical audit to evaluate the quality of care they provided.
  • The teams included or had access to the full range of specialists required to meet the needs of clients under their care. Managers ensured that these staff received training, supervision and appraisal. Staff worked well together as a multidisciplinary team and relevant services outside the organisation.
  • Staff treated clients with compassion and kindness, and understood the individual needs of clients. They actively involved clients in decisions and care planning.
  • The service was easy to access. Staff planned and managed discharge well and had alternative pathways for people whose needs it could not meet.
  • The service was well led, and the governance processes ensured that its procedures ran smoothly
