We looked for evidence that the service leadership, management and governance assured high quality, person-centred care and promoted an open and fair culture. At our last assessment, we rated this key question as good. At this assessment, the rating remains the same.

The service had a shared vision, strategy and culture. This was based on transparency, equity, equality, human rights, diversity, inclusion and engagement. Staff and leaders understood the challenges and the needs of people and their communities.
The service had a mission statement which was displayed in the reception area.
Staff were aware of the service’s current vision and strategy. Staff spoke positively about the culture of the service and why it was a place they wanted to work. For example, staff in the reception areas told us that they enjoyed the culture that had been built in their team and people using the service commented that their welcome to the surgery felt genuine and inclusive.
The service was aware of future potential changes in the local population and were working with partner agencies to address future demand that may result from this. Leaders had identified people registered at the service who were from Eastern European and Nepalese communities and were aware of the health needs specific to the population.

Governance, management and sustainability
The service had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.
Staff were clear on their individual roles and responsibilities. Leaders proactively supported staff and regularly met with them to complete appraisals and performance reviews.
The service had established governance processes in relation to the quality statements we reviewed during this assessment, which were appropriate for their service. Staff could access all required policies and procedures, which were kept up to date and reflected the latest guidance.
Leaders held regular meetings with staff, during which they discussed emerging risks and potential improvements to the service. Leaders clearly recorded any actions that arose from these meetings and shared these with staff. Leaders held a monthly practice meeting which followed a standardised agenda that monitored performance, patient concerns, business continuity, and health and safety. Leaders favoured daily face to face catch ups to ensure priority messages and updates were delivered. Staff found this system effective and they knew the priorities for the service day to day.
Staff took confidentiality and information security seriously, which included verifying people’s identity during remote consultations. Staff were observed locking computers when stepping away from their desks. Sensitive data was held securely on computer systems and leaders had completed needed checks to comply with data protection act laws.
