Well-led
We looked for evidence that the service’s leadership, management and governance assured high-quality, person-centred care and promoted an open and fair culture. At our last assessment, we rated this key question as good. At this assessment, the rating remains the same.

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality, human rights, diversity, inclusion and engagement. Staff and leaders understood the challenges and the needs of people and their communities.
Staff had contributed to the development of the provider’s vision and strategy, which was kept under review. Leaders monitored and reviewed progress against the delivery of their strategy. Staff and leaders actively promoted equality and diversity and worked to identify the causes of any workforce inequalities. They demonstrated a positive and compassionate listening culture that focused on learning and development.

Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.
Staff were clear about their roles and responsibilities and received appropriate support from leaders. Management held regular meetings with staff to discuss performance, development and training needs.
The provider had established governance arrangements that were appropriate to the size and scope of the service. Staff had access to up-to-date policies and procedures that reflected current guidance. Leaders maintained oversight of service performance through regular meetings, where risks, incidents, learning opportunities and service improvements were discussed and monitored.
Governance processes were generally effective. However, we found that records of GP supervision, which was provided through an external service, were not maintained centrally by the practice. We raised this during the assessment and leaders responded positively, providing assurance that arrangements would be introduced to ensure records of GP supervision were held centrally going forward.
