During an assessment under our new approach

Dates of assessment: 17 March 2026 to 8 April 2026. Aspire 2B Care is a domiciliary care agency, providing care and support for people living in their own homes. At the time of our assessment the service was supporting 6 people with personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. We visited the office on 18 March 2026 and 1 April 2026. We carried out this assessment due to the length of time since we last inspected the service.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We were assured the service met the principles of ‘Right support, right care, right culture’ and people received person-centred and focused care and support. Whilst we had some concerns about shortfalls in record keeping and governance arrangements, we were assured this had not directly impacted on people’s experiences of care and support.

People were supported by core groups of consistent staff, who knew them very well. Staff demonstrated a good understanding of people’s individual needs, respecting preferences, promoting independence, and engaging people in meaningful activities. Recruitment was managed safely. Staff had the skills and training to be able to carry out their role. Medicines were managed safely, although some improvements were required. People’s health and social care needs were actively promoted. People’s care and support was monitored and reviewed to continuously improve this.

Partnerships with health professionals and the community supported continuity of care, safe transitions, and engagement in broader community life. We received very positive feedback from health and social care professionals who worked with the service. Safeguarding and infection prevention and control systems were understood, and people reported feeling safe. Equality and inclusion were promoted, with staff treating people respectfully and supporting access to care in line with individual needs.

Some audits were in place to maintain oversight of the service. However, over recent months they had not been completed or monitored robustly, which meant any shortfalls may not have been identified. The provider acknowledged these shortfalls fully and took steps during the assessment process to rectify this. There were clear management structures in place to make the required improvements. The provider was accessible and approachable and committed to providing a person-centred, high-quality service and we were fully assured they would make the required improvements.

During a routine inspection

About the service: Aspire 2B Care is a domiciliary care agency providing personal care and support to adults with learning disabilities. Care and support is provided to people both in their own homes and in the community. At the time of the inspection the service was providing personal care to seven people.

Not everyone using Aspire 2B Care receives regulated activity; CQC only inspects the services provided to people who receive personal care; help with tasks relating to personal hygiene and eating. Where they do we also take into account any wider social care provided.

People’s experience of using this service:

People received good outcomes using the service. All the relatives we spoke with said the service provided kind, caring and person-centred support.

There were enough staff deployed to ensure that people received a reliable and unrushed service at the times they needed it. Staff were recruited safely to help ensure they were of the right character to work with vulnerable adults.

Risks to people’s health and safety were assessed and mitigated. Clear risk assessments and care plans were put in place which were subject to regular review. Staff were familiar with the care plans of the people they were supporting.

Staff had the right skills and knowledge to care for people. Staff worked with a small number of people which helped them develop an in-depth knowledge and understanding of the people they supported.

People knew who was coming to support them each day and people always received care from people they were familiar with. Staff treated people with kindness and compassion.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice.

Care planning took into consideration people’s likes, preferences and preferred activities. People and relatives were involved in the development and review of their care and support plans.

The registered manager had good oversight of the service. They had a good understanding of the needs of all the people who used the service. There was a clear person-centred culture within the service focused around each individual.

Audits and checks took place to help ensure the service was working to the required standards. The feedback of people and staff was regularly sought and used to make improvements to the service.

Rating at last inspection: This was the first inspection since the service registered in May 2018.
