Independence, choice and control
The provider did not always promote people’s independence, so people did not always know their rights and have choice and control over their own care, treatment and wellbeing.
During our assessment, we observed positive interactions between people and staff. For example, we observed a staff member initiating an interaction when they saw the person was showing signs of distress. However, we also saw instances when staff did not take the initiative to promote people's independence or meet their needs in a responsive way. For example, a person who lived with dementia and required support with their sensory needs, was observed sleeping in the corridor where they could be accidentally hit by the food trolley. Staff only took action after we raised our concerns. We observed mealtimes and we saw staff not supporting people who lived with dementia and who required support to eat their meal.
There was a lack of evidence of care plans detailing people and relatives being involved in reviewing people’s care.
People and relatives told us staff were kind.
