Our view of the service
Date of Assessment: 13 and 20 May 2025. The service is a care home providing support to adults of all ages living with dementia, nursing needs, mental health conditions and physical disabilities.
At the time of our assessment there were 82 people using the service. Following an inspection in July 2023, the provider was in breach of legal regulations related to safe care and treatment and good governance. At this assessment we continued to find those regulations were in breach and we found new breaches in regulation linked to person centred care and staffing.
We found widespread concerns in how the service was managed and the lack of effective management oversight meant people were not always receiving safe and personal centred care.We found concerns about the provider not taking action to contact relevant healthcare professionals when people had lost weight or required follow up to check on their health. Medicines were not always well managed. We found concerns about staffing levels which were impacting on the quality and safety of care people received. We found people did not always receive person cented care in line with their needs and preferences. The quality assurance systems in place were not effective to ensure concerns issues were identified and improvement made in a timely manner.
This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
People's experience of this service
We spoke with 10 people using the service and 13 relatives about their experience of the care provided. We observed care in the communal areas to help us understand the experience of people. We used the Short Observational Framework for Assessment (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us.
While some people expressed general satisfaction about their safety and quality of care provided by staff, our assessment found care did not meet the expected standards.
People told us they felt safe and enjoyed living at the home. However, specific concerns were also raised by people and relatives.
People told us there were not enough staff to support them and meet their needs. One person told us, “There’s not enough staff, certainly not at night. They don’t have time to chat with me. Having a conversation would be helpful and nice to have. It’s important when you get older to see the same people, it makes me feel sad.”
People told us they were not involved in care planning, nor had seen their care plan.
People and relatives shared mixed feedback about activities. While some relatives commented on regular events taking place, several people told us they were not involved in regular activities and some people told us they felt bored.
People and relatives commented on not knowing who the manager was or with the recurrent changes in the management team.
