During an assessment under our new approach

Date of Assessment: 24 to 30 July 2026. The service is a domiciliary care agency providing personal care to adults of all ages living with learning disabilities or autistic spectrum disorder, mental health, physical disabilities, dementia and sensory impairment. This assessment was carried out due to the age of the current rating.

We assessed the service against ‘Right support, right care, right culture’. This guidance supported judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choice, independence and access to local communities that most people take for granted.

The provider had systems in place to ensure people received safe care. People were safeguarded from the risk of abuse. Medicines were administered safely and risks to people were assessed and planned for. When things went wrong lessons were learned. Environmental risks were considered and systems were in place to manage the risk of cross infection. There were systems in place to provide staff with support and ongoing training.

The providers systems were effective in supporting people. People had their needs assessed using evidence-based tools and a care plan was in place and reviewed regularly. People received support in accordance with the Mental Capacity Act 2005 and staff respected people’s choices and decisions. Staff worked as a team and collaborated with other professionals to meet people’s needs, including their health needs.

Systems were in place to ensure people received care and support from a caring and responsive staff team. Processes ensured people had their independence promoted and could make choices about their care. Person-centred care plans were in place which considered peoples individual needs and preferences. Staff were also supported in their roles with polices and processes to ensure equity.

The provider had systems in place to ensure the service was well-led. Systems checked the quality of the service people received and everyone was clear about their roles and responsibilities. The provider sought feedback from people, relatives and staff and acted on this. Learning processes were in place and the provider worked closely with partners.

However, improvements were needed to ensure staff were consistently safely recruited to the service. The provider was taking action to address this at the time of our inspection.

During a routine inspection

About the service: Furlong House is a domiciliary care agency that was providing personal care to 25 older people and people with physical disabilities at the time of our inspection.

People’s experience of using this service: People said staff were caring and kind. Staff treated people with dignity and respect, and protected and promoted their independence.

Risks to people were assessed and reduced. Medicines were managed safely. People were supported by stable staffing teams who had been safely recruited.

Staff were supported with regular training, supervision and appraisal. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible. The policies and systems in the service supported this practice. Staff worked effectively with external professionals to promote people’s health and wellbeing.

People received personalised support and were involved in planning and reviewing this. Systems were in place to help people communicate their wishes and views. The provider had effective complaints processes in place.

The registered manager was a visible presence at the service, and we received positive feedback on their leadership. A range of quality assurance checks were carried out to monitor and improve standards. The service had successful partnerships in place with other professionals and organisations that benefited people receiving support.

Rating at last inspection: This was the first inspection of the service since it was registered in November 2017.

Why we inspected: This was a planned inspection under our inspection programme.

Follow up: We will continue to monitor intelligence we receive about the service until we return to visit as per our re-inspection programme. If any concerning information is received we may inspect sooner.
