During an inspection looking at part of the service

This was a follow up inspection as the provider was found to be non-compliant with Regulation 20 of the Health and Social Care Act 2008(Regulated Activities) Regulations 2010 at a previous inspection on 05 March 2013. We looked at the specific areas of non-compliance, which only required us to visit the provider's main office. Therefore, on this occasion it was no necessary to speak to people who used the service.

We found the provider had reasonable systems in place to ensure their records were up to date and people's records were securely stored.

During a routine inspection

We spoke with people who used the service, their families and staff members. We were told by people and their relatives that the staff were, 'good at what they do' and that the service enabled people to, 'live an independent life'.

People we spoke to told us that staff assisted people to be as independent as possible and were available 24 hours and day 7 days a week if needed. The manager told us that staff were allocated to one person at all times and this did not change unless it was requested by the person or the family.

Due to the static nature of the staffing we found that the service did not have the relevant documentation and rota's in place to identify where staff were at any given time. Staff were also not issued with ID badges to help identify them when out with people.
