During a routine inspection

We rated 13-17a St.Georges Street as good overall because:

  • People who use the services had access to support from staff 24 hours a day including up to three hours of individual time for support and guidance.
  • Staff had received mandatory training and induction to work at the service.
  • Staff helped people who use the services to achieve independent living and manage their long term chronic mental health issues including substance misuse issues.
  • The environment at 13-17a St.Georges Street was visibly clean. The flats were in good decorative order. Service users were able to personalise their flats.
  • Staff received an induction period and mandatory training, including shadowing a member of staff before completing shifts on their own.
  • There was effective liaison and partnership working between the staff and external professionals at 13-17a St.Georges Street and the community mental health teams who were involved with the people who used the services.
  • People who used the services reported that staff were supportive and caring.
  • Staff received regular supervision and de-briefings following serious and untoward incidents.
  • People who used the services actively contributed to their support plans and there was evidence of the collaborative work between the service user and staff working towards personalised goals.

However:

  • People who used the services were unsure about how to access advocacy services and there was no information about advocacy services displayed on the premises.

During a routine inspection

The people at 13-17a St Georges Street live in their own accommodation. Some people who used the service were out in the community and one person who used the service agreed to speak to us. We spoke to four members of staff and the registered manager. We reviewed the care planning records of three people who lived at the service.

One person told us that the staff had been supportive when they first came to live at the service and that this had helped them to adjust to life at St. Georges Street. They also told us that the staff had assessed their health and wellbeing and had recommended the use of a walking frame to help them move safely. They told us that this had made them more independent and that they enjoyed 'getting out and about' and 'going into the town'.

They also told us that the staff provided support to them in a sensitive manner and regularly checked on their wellbeing by talking to them. They told us that the provider had 'chosen their staff very carefully' and that the staff were 'naturally caring people'.

Following an inspection visit in March 2013, we found that the provider had made improvements to their recruitment system. We also found that people were involved in their planning of care and received support from the staff that promoted their health and wellbeing. We saw that the provider had systems in place to support people to take their medicines safely. The staff also received appropriate training and support from the provider.

During a routine inspection

We spoke with one person living at the service. They said that living at the service had enabled them to make progress with their life and that the staff had helped them to recognise their own mental health needs. They also told us that they had been able to reduce their dependency on alcohol and this had enabled them to 'get back on their feet' and look forward to their future. They also told us that they thought the accommodation at 13-17a St Georges Street was nice and that they had enjoyed taking a sense of pride in their surroundings. They told us they had recently started employment with a local organisation and felt proud of the achievements they had made since coming to live at the service.

They told us that before they came to live at the service they had received a thorough explanation about the treatment and support they would receive. They also told us that the staff had made them aware of the obligations that they would need to abide by while living at the service. This included looking after their accommodation and respecting themselves and other people who lived at the service. They told us that the staff had made them aware of how they could raise a complaint to the provider if they ever needed to. However, they told us that they were pleased with the service they had received and that the staff always listened to any concerns they had and resolved them straight away.
