Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. At our last assessment we rated this key question good. At this assessment we looked at 2 quality statements and the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

Assessing needs

The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them.

People were involved in assessing and reviewing their own needs. One person told us, “I am fully included in the review process, and I sit with staff to go through it.” They explained that staff read the plans with them and that they enjoyed these sessions as their ideas and choices were always included. Another person told us, “I asked for staff attend GP appointments and staff supported me with this.”

A staff member told us they understood the assessed needs of the people they support, saying, “Yes, I’d say people’s needs are always kept up to date.”

The provider told people about their rights around consent and respected these when delivering person-centred care and treatment.

People were assessed as having capacity to make their own decisions about their care. A mental capacity assessment completed by the Support Manager confirmed the person was able to understand information when supported, retain it, weigh up options and communicate their decisions. Staff therefore worked on the basis that the person had capacity to consent to their care and support. There were no restrictions or restraints in place.


Support records showed that decisions were verbally agreed and that the person demonstrated understanding with appropriate support. Care was delivered with consent and in the least restrictive manner. One person told us they had awareness of their rights around consent, saying, “I know. I tell staff what I want, I like to do my own thing as well.”

Staff demonstrated a clear understanding of consent and Mental Capacity Act principles. When asked whether care plans provided enough information about consent, one staff member said, “Yes, in the support plan there’s a communication part.” Staff also told us they understood how to identify capacity, saying, “Yes, we go with the understanding of people having capacity unless documented otherwise.” Staff confirmed they had completed MCA training, saying, 'Yes we have this training.”
