This assessment was arranged to follow up on the previous requires improvement rating and breaches of regulations published on 16 March 2024.
Chorlton Place Nursing Home is a care home providing accommodation, personal and nursing care for up to 48 older and younger adults. At the time of the assessment, there were 47 people living at the home.
There had been some improvements at the home since the last assessment. People were treated with dignity and respect and staff were caring and kind. Further work was required to ensure care records were fully reflective of people’s needs and risks were identified and mitigated. Daily care records lack person-centred information and staff required further support to understand and use the electronic care planning system.
The service did not make sure that medicines and treatments were safe and met people’s needs, capacities and preferences.
Governance processes were in place but required strengthening to ensure they were capturing the right information in order to identify improvements.
Staff were recruited safely. They received an induction, training and ongoing supervision. Some staff told us; they would benefit for more face-to-face training rather than e-learning. Staff felt supported by the current manager who was overseeing the operations of the home while the registered manager was away from the service. There was a sufficient number of staff on duty throughout our assessment. Staff knew people well and were able to describe how they should support people safely.
Improvements continued to be made to the mealtime experience at the home. For people who required a modified diet, this was overseen by the chef and staff provided the kitchen team with regular updates as to people’s food preferences and diet.
The home was clean and tidy during our assessment. Housekeeping staff were on duty daily and high frequency touch areas were cleaned more often.
The provider was previously in breach of the legal regulation in relation to safe care and treatment. Not enough improvement had been made. The provider did not do all that was reasonably practicable to mitigate risk. The provider did not identify where health and safety concerns were not included in people’s care and treatment plans. The provider did not have arrangements in place to take appropriate action in a medical emergency. The provider did not ensure staff proving care and treatment to people had the appropriate competence, skills and experience. The provider did not ensure a medical device was always kept in full working order. The provider did not ensure the proper and safe management of medicines. The provider remained in breach of this regulation.
The provider was previously in breach of the legal regulation in relation to good governance. Not enough improvement had been made. The provider did not operate effective systems and processes to make sure they assessed and monitored their service. The provider had not assessed, monitored and mitigated the risks relating to the health, safety and welfare of service users and others who may be at risk which arise from the carrying on of the regulated activity. The provider did not maintain an accurate, complete and contemporaneous record in respect of each service user, including a record of the care and treatment provided to the service user and of decisions taken in relation to the care and treatment provided. The provider remained in breach of this regulation.
The provider was previously in breach of the legal regulation in relation to dignity and respect. Improvements were found at this assessment. Staff were observed to provide care in a dignified manner and with respect. People spoken with confirmed this. The provider was no longer in breach of this regulation.
