Our view of the service
Date of Assessment: 25 September to 3 November 2025. Rose Lodge is a residential care home that provides accommodation and personal care for up to 54 people some of whom are living with a dementia. At the time of this assessment there were 51 people living at the service.
This assessment was prompted by concerns raised about the cleanliness of the service, medicines management, levels and deployment of staff and the choice and availability of activities for people. This was a responsive assessment, focusing on the key questions to examine those risks.
At the last assessment in October 2020, we rated the service as good. At this assessment we found the provider was in breach of the legal regulations related to infection control, medicines management and good governance. Additionally, the registered manager had failed to submit required notifications to the Care Quality Commission regarding safeguarding events at the service.
Infection control was not effectively managed. Medicines were not managed safely. Audits and checks had not identified all the shortfalls we found during this assessment. Effective safeguarding procedures were in place. Staff were recruited safely. Staffing levels and deployment received mixed reviews.
Staff managed risks to people’s personal safety. Outcomes of accidents, incidents and complaints were used as learning opportunities. People had safe transitions between services and access to healthcare, when needed. People’s independence was promoted and they were supported to do activities, access the community and follow their interests or hobbies.
People, relatives and staff were encouraged to share ideas and raise concerns during regular meetings and through annual quality surveys.
Following the inspection, the registered manager told us how they were addressing some of the issues raised during the assessment and making the necessary improvements. We have asked the provider for an action plan detailing how these concerns will be resolved.
People's experience of this service
People and relatives were happy with the care and support provided by the service. One person told us, “Staff are very nice.” People felt safe at Rose Lodge and with the staff who supported them. One person told us, “Everybody here makes me feel safe.” A relative said, “The staff make it safe, they are all really good.”
People spoke positively about staff but said that they were often busy and not always able to interact. One person told us, “They are a bit short staffed sometimes and then they don’t have time to listen to me.” People found staff treated them with dignity and kindness. One person said, “It’s alright living here, staff are good.” Another person said, “I’m very comfortable with the staff.”
People and their relatives spoke highly about the range of meaningful and engaging activities available at the service. One person told us, “I like to go for a walk, read my book and chat to my friends.” A relative said, “There’s a full programme of activities, regular singers. Recently they had snakes and things in, and residents were all encouraged to join in. We like to sit outside, when we can, and feed the birds. Staff sometimes take people out for a coffee.”
People and their relatives knew how to share their views about the service, or to make a complaint, and felt confident to do so. They said they were involved in care planning and received care appropriate to their needs.
We observed how people were being cared for and supported. Our observations included the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us. We saw staff were visible throughout the day. They were kind, polite and caring towards people but occasionally could be task focused.
