Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.
At our last assessment we rated this key question good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care. We assessed a limited number of quality statements in the well-led key question and found areas of good practice. The scores for these areas have been combined with scores based on the rating from the last inspection. At this assessment the rating has remained good.

Freedom to speak up
The provider fostered a positive culture where people felt they could speak up and their voice would be heard.
Information about whistle blowing was available to staff on notice boards, as was information for visitors and people living at the service about complaints. Information about speaking up was included in induction information.
Staff said the culture was open and this was observed, for example in handover meetings and when people were chatting about what to do in the week. Forward planning was open and transparent, staff were kept informed about any changes or developments including potential new people moving in.
Workforce equality, diversity and inclusion

Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.
Governance and accountability systems were in place and had been reinforced by the change from paper to electronic records. Governance information was stored systematically and was easily accessible. Information was readily available to partner agencies including CQC. No concerns were raised by partner organisations around governance, management and sustainability. The leadership at the service was stable. The provider and registered manager led with consistency and openness.
A professional told us, “I've worked in 5 care homes and have found the Edwardian by far the best, they are efficient, caring, and professional in everything they do.”
