Effective – this means we looked for evidence that people’s care, treatment, and support achieved good outcomes and promoted a good quality of life, based on best available evidence. At our last assessment we rated this key question good. At this assessment, the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

Assessing needs

The provider did not always make sure people’s care and treatment were effective because they did not always check and discuss people’s health, care, wellbeing, and communication needs with them.

For most people Information was available about people’s likes, dislikes, preferences, risks, and communication requirements. When people’s needs changed reassessments were completed. For example, one relative told us, “We discussed [loved one] needs before they came into the home and we discuss any changes, I feel very informed and listened to.”

 

We did however see evidence that one person who did not use words to communicate. Showing signs of distress, staff were attentive and attempted to resolve the issue, however when the care plan was reviewed by the inspector, the communication aid had minimal information. When we spoke with the manager, they acknowledged this was a concern and informed us that a referral to speech and language therapy would be undertaken immediately. The manager also discussed communication aids they had previously used with other people and stated that they would ensure to investigate what would be appropriate for this person and that this would be implemented as an interim measure.

The provider told people about their rights around consent and respected these when delivering person-centred care and treatment.

People’s capacity to consent to their care and treatment was assessed when required. People and their relatives told us staff always asked for ongoing consent when they were supporting people. Staff and leaders understood their responsibilities for ensuring people could make decisions about their care and support. They told us how they helped people to make decisions by offering choices in a way people understood. Where people had been assessed as lacking capacity, relatives and professionals had been involved and the service followed best interest processes.
