Effective
Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence.
At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.
We assessed a limited number of quality statements in the effective key question and found areas of good practice. The scores for this area have been combined with scores based on the rating from the last inspection, which was good.

Assessing needs
The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them.
People and relatives confirmed they been involved in the development of the care plan and regular reviews to ensure it reflected people’s current care needs. Their comments included, “I’m involved with my care planning. The service rings me. I have a visit and then a review”, and “The office calls every 3 months to see of the care is good. [My family member] gets the care they need.” The registered manager said they developed care plans based upon information identified through meeting the person, their relatives, guidance from the local authority and other professionals involved in the person’s care.

Consent to care and treatment
The provider told people about their rights around consent and respected these when delivering person-centred care and treatment.
People provided written consent to the agreed care being provided. The provider had a process to identify if the person was able to make informed decisions about their care. If a person was unable to make decisions relating to their care, a Mental Capacity assessment was carried out to ensure care was provided in the least restrictive way possible. People told us staff supported them with their choices and obtained their consent before providing care. A person said, “Carers explain before starting care. Carers are used to me, they know where things are.”
