Our view of the service
Date of Assessment: 30 July to 13 August 2026.
Bluebird Care (Oldham) is a domiciliary care agency providing personal care to people living in their own homes. CQC only inspects where people are receiving the regulated activity personal care. This is help with tasks related to personal hygiene and eating. At the time of this inspection eight people were receiving support with personal care.The reason for the assessment was to provide the service with their first rating,rated the service as good.
As part of the assessment, we spoke with people who used the service and their relatives, staff,leaders and reviewed records in relation to people’s support.Feedback from people, relatives and staff included positive comments about the support they received.
People were provided with safe care and were supported to have maximum choice and control of their lives.The provider’s systems effectively analysed incidents and supported reflection on the quality of care and support provided.
Staff were recruited safely and received the training and support they needed to perform their role.Staff were deployed effectively to consistently meet people’s needs and in their best interests;the policies and systems in the service supported this practice. Staff carried out risk assessments and regularly reviewed these.
People received person-centred care. Staff respected people’s privacy and dignity and supported people to maintain their independence.Care and treatment were based on current best practice and delivered in a coordinated way with involvement from relevant organisations.
There was an open and transparent culture within the service with a clear focus on providing good care. People and those important to them were involved in planning their care, where possible. The provider fostered a learning culture and people could raise concerns. Leaders investigated incidents thoroughly.
The provider had effective quality assurance and governance arrangements, ensuring consistent oversight and good standards of care. Concerns and complaints were managed appropriately. The registered manager reviewed feedback for trends and shared learning across the team to improve service delivery.
People's experience of this service
Feedback from people and relatives was consistently positive. People told us they felt safe when supported by staff and were fully involved in planning their care.One person said, “I feel very safe when they [staff] are here, that makes me at ease,and I feel better and more confident in myself.”
People and relatives said staff were kind and caring. One person said, “Staff are very nice, they cheer me up all the time, we have a good laugh and that is important.” And “I feel quite lucky really, they [staff] are all really nice.” One relative said, “The staff are all perfectly polite and caring, they are a premium set of carers.”
People were involved in their care, were offered choice and consent was always sought.One person said, “They [staff] understand my needs and are very helpful, they always ask for permission, such as I am going upstairs for this, is that okay. They offer choice, such as they show me clothes for the next day and change them if I am not happy with choice.”
People felt able to raise concerns if appropriate and were confident action would be taken and improvements would be made. They said the service was well-managed and positive links had been established with the registered manager who knew their individual needs.Comments included, “They[registered manager] have very good interpersonal skills, they are enthusiastic about their job and staff. They chatted to my relative, chatting about their interests and making them feel valued. They also bring along new members of the team to meet my relative before they start working with them”, “The manager [name] is very nice and efficient, they go through my care plan,” and “I met [name] the manager, they are very good, we set up the care at short notice, they were very patient and went the extra mile. They [registered manager] helped us through this time, they are very good with the care, and know everything about my [relatives] visits, they are very experienced.”
People and their relatives were very happy with the service that was provided.One relative said, “This is the first time we have had to use help at home for our relative, we were nervous and did not know what to expect, and afraid of losing control and allowing strangers into the house. We have found the service to be of a high standard. It has given me peace of mind, knowing my relative has someone supporting them and chatting to them. It has provided us with confidence; I cannot fault the service."
