Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

The provider had a clear shared vision, strategy and culture which was based on transparency, equity, equality and human rights, diversity and inclusion, and engagement. However, within the service, a culture had developed that was based on routine and structured approaches to care. As a result, leaders and staff did not consistently demonstrate an understanding of the preferences and needs of people using the service.
Staff were caring and committed to supporting people and there was evidence of positive relationships between staff and people living at the service. However, our observations and records identified some aspects of the culture were influenced by established routines and structure rather than a fully personalised model of support. For example, people were all provided with a main meal at lunchtime which was fully prepared by staff, with little involvement of people and people’s daily records did not show choices were offered outside of the set pre-arranged activities. This was discussed with the management team who agreed to review these arrangements.

Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.

Learning, improvement and innovation
The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.
