During an assessment under our new approach

We completed an inspection between 21 July 2026 and 30 July 2026. Ideal Care Services is a domiciliary care service providing the regulated activity of personal care to people in their own homes. At the time of the inspection, Ideal Care Service was supporting 24 people with care in their own homes, 20 of those people were receiving the regulated activity of personal care.

We found 6 breaches of legal regulations in relation to person centred care, safe care and treatment, safeguarding people from abuse, treating people with dignity and respect, safe and effective staffing and good governance.

We assessed the service against ‘Right support, right care, right culture’ RSRCRC guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The provider had not ensured they were meeting the RSRCRC guidance, for example, people did not consistently receive care that was person centred.

People’s complex health needs were not well managed, including risks associated with diabetes, epilepsy and skin integrity. Guidance was not in place to inform staff how to support people safely with their health needs.

People were not supported by staff who were competent or trained when carrying out complex care tasks. People’s care and support was not planned and delivered in line with best practice guidance.

People’s care was not person centred. Care plans were generic and did not detail people’s preferences and wishes. Governance processes were not in place to identify the significant shortfalls we found during the inspection.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we user our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.
